Evaluation and the enhancement of the quality of education. This book deals with a number of themes related to the evaluation of education. The articles stem from the seminar that was arranged at the end of November 1994 by the Institute for Educational Research, University of Jyvaskyla, to mark the occasion of Professor Raimo Konttinen's retirement from his position as professor of research methodology at the Institute. The staff of the Institute wanted to show - in a manner that is consonant with the functions of a research institute - how highly they appreciated a colleague who had made an extremely valuable contribution to the development of the Institute and of educational research in the whole country. A two-day seminar based in part on international and partly national contributions seemed an appropriate format for the seminar. The first day was conducted mainly in English, but the presentations appear in Finnish in order to make them accessible to the widest possible audience in Finland. The guest of honour reviewed the development of Finnish evaluation research relating it to the international context and outlined possible scenarios for evaluation culture. In one scenario he portrayed how ill-advised and aggressive evaluation can contribute to bringing about and maintaining undesirable developments in education. In the other soenario he described how thoughtful and competent assessment can lend a strong support to efforts to promote desirable educational developments and build up evaluation culture. Professor Ernest R. House reflected on the development and disciplinary status of evaluation. He also addressed some topics that he considered current challenges in evaluation, including the role of the experimental design, changes in the concept of causality, the logic of evaluation and of value judgements. In line with the title of his presentation "The Future Perfect of Evaluation", he also expressed his personal view of what developments he anticipated to see in the foreseeable future. The presentation by a recognized authority on evaluation offers a number of topics that young researchers, among others, might with benefit consider as themes for their dissertations. Professor Nigel Norris focussed mainly on social and ethical questions related to evaluation in education. His presentations highlights how important it is that evaluation sponsors and evaluators carefully consider their obligations and take into account the rights of the audiences of evaluation and the potential consequences of evaluation for them. It is obvious that we need to discuss such obligations and rights more openly and extensively as well if we wish to enhance evaluation culture in our country. The rest of the seminar consisted mainly of presentations made by some of the staff of the National Board of Education. In 1992, thanks largely to the initiative and efforts taken by Professor Konttinen, a tailor-made but otherwise fully equivalent graduate programme had been started at the University of Jyvaskyla for a selected group of persons working in central educational administration. The two-year programme aims at a licentiate and doctoral degree in education and it focussed on curriculum development and evaluation. The programme consisted of a number of courses taught by a distinguished staff of national and international experts. One part of the degree requirements was a course in scientific writing, and the presentations at the November seminar were prepared within the framework of the course. One of the presentations drew upon the first licentiate dissertation that was completed a few months before the seminar. The articles written by the participants of this innovative and tailor-made degree programme illustrate quite well how broad the field is that the National Board of Education covers in its mission. Tässä kirjassa käsitellään koulutuksen arviointiin liittyviä kysymyksiä usealta kannalta. Kirjoitukset ovat lähtöisin siitä marraskuun lopussa vuonna 1994 järjestetystä seminaarista, jonka kasvatustieteiden tutkimuslaitos järjesti juhlistamaan metodologian professorinsa, Raimo Konttisen, eläkkeelle siirtymistä. Tutkimuslaitoksessa haluttiin osoittaa tutkimuslaitoksen toimenkuvaan sopivalla tavalla miten suuresti sen piirissä arvostetaan henkilöä, joka on antanut merkittävän panoksen laitoksen kehittämiseen ja koko maamme koulutustutkimuksen edistämiseen. Osin kansallinen ja samalla osin kansainvälinen tieteellinen seminaari vaikutti parhaalta ratkaisulta. Seminaari oli kaksipäiväinen. Ensimmäisenä päivänä seminaarin kieli oli englanti. Merkkihenkilö eritteli suomalaista arviointitutkimusta kansainvälisessä valossa ja hahmotteli arviointikulttuurin kehittämistä. Hän toi esille, miten harkitsematon arviointi voi synnyttää ja vahvistaa epätoivottavaa kehitystä mutta toisaalta, miten harkitsevainen ja pätevä arviointi voi aidosti tukea toivottavaa kehitystä ja edistää arviointikulttuuria. Professori Ernest R. House pohdiskeli arvioinnin kehitystä ja sen tieteellistä tilaa. Hän myös toi esille eräitä arvioinnin keskeisiä haasteita (mm. kokeellisen aseman merkitys, kausaalisuuskäsitteen muutos, arvioinnin ja arvoarvostelmien logiikka). Esityksessään hän - otsikkonsa mukaisesti: arvioinnin futuurin perfekti - ennakoi, millaista kehitystä arvioinnin alalla on odotettavissa lähitulevaisuudessa Arviointitutkimuksesta kiinnostuneet nuoret tutkijat voisivat helposti löytää useita varteenotettavia tutkimus- ja opinnäyteaiheita arvostetun arviointiasiantuntijan esityksestä. Professori Nigel Norris puolestaan kiinnitti huomiota lähinnä arviointitoiminnan eettisiin kysymyksiin. Hänen erittelystään käy ilmi kuinka vakavasti arvioinnin toimeksiantajien ja tekijöiden tulee suhtautua omiin velvoitteisiinsa ja arvioitavien ja suuren yleisön oikeuksiin. Olisi suotavaa, että myös meillä keskusteltaisiin näistä velvoitteista ja oikeuksista ja että enenevässä määrin periaatteita myös sovellettaisiin omissa arviointihankkeissamme. Muu osa seminaarista koostui pääosin opetushallituksen edustajien esityksistä. Professori Raimo Konttisen aloitteesta oli vuonna 1992 käynnistynyt räätälintyönä opetushallituksen henkilökunnalle suunnattu jatkokoulutusohjelma, joka tähtää lisensiaatin tai tohtorin tutkintoon. Osana tätä ohjelmaa oli tieteellisen kirjoittamisen kurssi, jonka puitteissa valmistuivat esitykset marraskuun seminaariin. Ne liittyvät jatko-opiskelijoiden opinnäyteprojekteihin. Yksi esityksistä perustui ohjelmassa valmistuneeseen ensimmäisen lisensiaatintutkielmaan, jossa valotetaan evaluaatiotutkimuksen ja päätöksenteon välisiä yhteyksiä. Kirjaan sisältyvät artikkelit ovat osoituksena siitä laajasta kentästä, jota opetushallituksen toimenkuvaan kuuluu.
